eAirPro - Inventory

eAirPro - Inventory is a web-based application developed using the Microsoft .NET Framework 3.5. EIS provides the necessary functions to help State Agencies manage its Title V, Renewable Operating Permit Program under the Clean Air Act. From the annual preparation of 'Master List' for the Emission Inventory Reports to the auditing of emissions compliance activities, eAirPro helps State Agencies manage their resources and efficiently administer their Title V program.

eAirPro - Inventory is a comprehensive management system that

      1. Acts as a one-stop source for individuals or businesses seeking licenses or permits.
      2. Helps the District Staff evaluate the facility with instant access to all past and current emission reports.
      3. Allows management to track the progress of annual emission reporting activities with assigned tasks.
      4. Improves annual emission data review/audit process with built-in pre-audit logics for:
      a. Stack Added/Removed (as compared to last year)
      b. Emission Unit Added/Removed (as compared to last year)
      c. Reporting Group Added/Removed (as compared to last year)
      d. Activities Added/Removed (as compared to last year)
      e. Previous Year Comparison report - emission difference > 20%
      f. Emissions exceeding Threshold Level
      g. Fee Category changed from last year
      h. Reported Material Thruput exceeds Design Capacity
      5. Help Fee Staff in review of annual air quality fee with built-in comparison check for current year vs. previous year data:
      6. Provides a secure working environment, allowing the system administrator to control system security via defined security roles.
      7. Includes EIS Data Flow for submitting annual air emission inventory data to EPA EIS system using CERS XML schema.

Quality Improvement
The eAirPro is designed to significantly improve data quality and save resources that would be normally used with the traditional paper and file cabinet data management method. The eAirPro is suitable for all state agencies running a Title V program. It will help State Agencies streamline the annual emission data reporting process and their review/auditing of emission reports submitted by the facilities.

Major eAirPro Components and Modules:

The AEI is comprised of three major components as follows:

  • AEI-State Website
  • AEI-Facility Website
  • EIS Data Flow

The AEI-State website is used by the State Staff to perform the following activities:

  • EI Reporting Preparation with Annual 'Master List'
  • Push 'Blank' EI Report to AEI-Facility
  • EI Reporting Notification to the regulated facility users
  • Audit the EI Report submitted by the regulated facility users
    (1) Completeness Check on the EI Report
    (2) Emissions Comparison between current and previous year
    (3) Comparison of Emissions to Threshold Levels
    (4) Comparison of Fuel Thruputs to Boiler BTU Capacity
  • Preparation of Billable Emission Estimate for Fee-Subject Facilities
  • Push Billable Emission Estimate to AEI-Facility
  • Billable Emission Estimate Notification to EI report submitter
  • Annual Air Quality Fee Preparation
  • Annual Air Quality Fee Notification to EI report submitter
  • AEI System User Account Management
  • Annual Air Quality Fee Challenge Processing at AEI-State
  • System Configurations (e.g. reference data update, task settings, etc.)

The AEI-Facility website is used by the regulated facility users to perform the following activities:

  • Submit EI Reports Electronically online by Facility Certifier
  • Enter 'Paper' EI Report into AEI-Facility by State Staff
  • Create/Edit/Revise EI Reports/Forms
  • Submit 'Billable Emission Estimate' Correction Request Electronically at AEI-Facility
  • 'Billable Emission Estimate' Correction Request Processing via 'paper' by Facility

The EIS Dataflow is used for submitting air emission inventory data to EPA EIS system using CERS XML schema. The EIS Dataflow includes the following activities:

  • Generate EIS submission file in CERS XML schema by pulling appropriate data from the AEI database (only point source emission data will be included for this flow)
  • Convert emission data to applicable standard 'codes' required by EPA
  • Submit the EIS file from DEQ Node to EPA CDX
  • Address potential errors reported by EPA validation program
  • Submit final EIS submission file to CDX
  • Maintain a copy of the final EIS submission file and a copy of AEI source data used to generate the final EIS submission file

Billable Emission Estimate Module
Ability to calculate billable emission by selected record, district, or statewide

Ability to 'eNotify' facility users that their billable emission estimate is available for review online via email

Manages and tracks the correction request initiated by the facility user
Air Quality Fee Module
Ability to calculate air quality fee by selected record, district, or statewide
Manages and tracks the progress of air quality fee review and approval status

System Utility Module
Allows the system admin to add/update the reference data (e.g. SCC Code, emission factor, etc.) used in the system
Allows system admin to configure various system settings (system announcement, email server, task, etc.)
Query Module
Allows the AEI Administration to define sql queries that can be executed by the AEI user to retrieve desired data
Allows the AEI Administrator to define passing parameters to be used in the sql query
Allows the user to export the queried result set to the Microsoft Excel application
Report Module
Allows the user to add Ad Hoc SQL Reporting Service reports in AEI
Generated report can be exported to the desired application (i.e. Word, Excel, etc.)
Security Management Module
Allows the AEI Administrator to create security roles and groups
Allows a user to belong to multiple security roles
Manages and tracks the user accounts
