PACS 6 Version
The POTW Administration & Compliance System (PACS) is an integrated software program which provides public owned treatment works (POTW) with essential tools to effectively administrate pretreatment programs. The PACS software is designed with four major objectives in mind - to assist regulatory compliance, to save you time and money, to offer the flexibility for system growth, and to make the software easy to use.
Many critical regulatory components, such as developing local limits, managing user permits, inspecting user discharges, evaluating compliance (including significant noncompliance), and administrating enforcement actions are fully incorporated in the software.
PACS allows individual POTWs to tailor the software to meet local pretreatment requirements. PACS provides a user friendly SMR module that both automatically prints blank SMR forms and imports user SMR data electronically. A comprehensive compliance and enforcement module is included which automatically alerts you of potential noncompliance events and allows you to keep track of enforcement actions and compliance schedules.

Calculating Local Limits
PACS provides a comprehensive modeling tool that allows POTWs to calculate local limits based on the characteristics of each individual POTW. The local limit model is consistent with the EPA's Guidance Manual on the Development and Implementation of Local Discharge Limitations.
Options available in the model include: Water Quality Standards, Process Inhibition Criteria, Sludge Quality Standards, POTW Discharge Limtis, Air Emission Standards, Domestic Background Concentrations, Future Growth Factor, and Worker Health and Safety Criteria.
You can perform detailed user-specific local limit analyses based on the four different loading allocaiton methods approved by EPA - the uniform concentration, contributory flow, mass proportional, and selected reduction methods.
The local limit modeling tool helps you effectively develop the proper local limits for the protection of the entire treatment plant and its surrounding environment.
Tracking user permits, surveys, and baseline monitoring data
Permit limits, survey data, and baseline monitoring data of all your industrial users can be centrally managed under PACS. The permit management function provides tracking of both the entire permit document and numeric discharge limits. Multiple permit revisions are allowed.
Issuing blank SMRs to industrial users
PACS prints blank SMR forms (e.g. EPA form 3320-1 or simplified version) to help you collect SMR data from industrial users. It allows you to set up user specific SMR forms that contain special permit conditions and reporting instructions specific to that user. Multiple SMR forms for each industrial user are allowed.
Importing sample data electronically
Capturing sample data for compliance management is very easy and efficient with the electronic data transfer module provided by PACS.
The EDI data transfer module allows for data to imported into PACS from an outside file. The electronic data transfer module also includes an extensive data validation program that checks the validity of sample data before being written into the PACS database. Scheduling compliance inspections and tracking inspection results
PACS provides a user friendly compliance sample module which allows you to schedule all your compliance inspection schedules into one central package and integrate it with the pretreatment program.
 The user inspection module also lets you record inspection results, track inspection samplings, and perform compliance evaluations of sample results.
Detecting noncompliance & significant noncompliance events
PACS provides a comprehensive compliance evaluation module that greatly streamlines a POTW's efforts in managing user compliance.
The compliance evaluation module automatically detects noncompliance events based on user discharge permits. It also provides the POTW with the flexibility to set up a pretreatment year and calculate significant noncompliance based on the 6-month rolling average method and the criteria defined in the general pretreatment regulations promulgated under 40 CFR part 403.
PACS automatically records every noncompliance it detects and explains the nature of the noncompliance involved.
Tracking enforcement and compliance schedules
Efficient tracking of enforcement records and compliance schedules is one of the major features PACS offers. The entire enforcement and response records of a local pretreatment program can be easily tracked under PACS.
To help you comply with the pretreatment reporting requirements, PACS provides many comprehensive pretreatment reports that automatically summarize compliance status of all users and enforcement actions associated with them in an easy-to-read format. Range Check
Allows you to calculate and maintain sample data ranges for each unique combination of sample locations and
parameters. Range check is to ensure consistent quality of sample data entry. When entering sampling data, a warning message will appear if the data entry falls outside the established range.
Management of Incidents and Accidental Releases
PACS keeps track of all incidents and accidental releases. The incident management module stores incident descriptions, investigation of incidents, corrective action, and follow-up information.
Surcharge Calculations
PACS allows you to perform surcharge calculations based on a standard formula.
